The Inter-university Council have pointed out that long delay in making any announcement following their mission may be misunderstood and have urged desirability of making public announcement of C.D. and W. grant.
2. It is difficult to make any progress here with further questions of Endowment Fund until reply to paragraph 6 of my savingram under reference reaches me, and in some ways it would have been preferable to deal with Council's recommendations as a whole.
3. If however, as seems possible, you may not be in position to reply fully for some time yet please telegraph whether you would agree to early announcement of C.D. and W. grant and your suggestions as to form which this should take.
